Canada's Foreign Minister Anita Anand on Thursday expressed shock and disgust over Iran's execution of Swedish citizen Kourosh Keyvani, calling on Tehran to respect human rights and uphold its international obligations in a sharp diplomatic rebuke that adds to growing Western condemnation of the Islamic Republic's use of the death penalty.
Keyvani, who held Swedish citizenship, was executed in Iran on charges of espionage for Israel, according to Iranian state media. The case has drawn widespread international criticism, with European and North American governments questioning the fairness of the judicial proceedings and the severity of the sentence.
Anand said in a statement that Canada condemns the execution in the strongest possible terms and urged Iran to abide by its commitments under international human rights law. The Canadian foreign minister also called on Iranian authorities to ensure due process and transparency in all legal proceedings, particularly those carrying capital punishment.
The execution comes at a time of heightened tensions between Iran and Western nations over a range of issues, including Tehran's nuclear program, its support for proxy forces across the Middle East, and its deteriorating human rights record. International human rights organizations have repeatedly criticized Iran for having one of the highest execution rates in the world, with hundreds of people put to death annually for offenses ranging from drug trafficking to national security charges.
Sweden's government has also strongly condemned the execution, with Stockholm calling the act a grave violation of human rights. The case has further strained already fragile relations between Iran and Scandinavian countries, which have faced diplomatic crises in recent years over issues including the detention of foreign nationals on espionage charges that Western governments have dismissed as politically motivated.
For Qatar, which has long maintained diplomatic channels with both Iran and Western nations, the case underscores the delicate balance Doha navigates in its foreign policy. Qatar has consistently advocated for dialogue and diplomatic engagement as the preferred means of resolving disputes, and has previously played a mediating role in cases involving detained foreign nationals in the region. Doha has also emphasized the importance of respecting international humanitarian law and due process in all circumstances.
The Gulf state's position as a neutral interlocutor could prove significant as international pressure mounts on Tehran. Qatar shares the North Field, the world's largest natural gas reserve, with Iran and maintains working diplomatic relations with the Islamic Republic, giving it a unique platform to raise human rights concerns through established channels.
The execution of Keyvani is likely to intensify calls from the international community for Iran to impose a moratorium on the death penalty, a demand that Tehran has consistently rejected as interference in its internal affairs.
