Guterres Urges Immediate Ceasefire to Protect Civilians and Alleviate Humanitarian Suffering

United Nations Secretary-General António Guterres on Wednesday issued an urgent appeal for an immediate ceasefire in active conflict zones, warning that civilian populations continue to bear the most devastating consequences of armed hostilities and that the international community must act without delay to halt the mounting bloodshed.

Speaking in remarks broadcast live, Guterres emphasized that no military or political objective justifies the scale of civilian suffering being witnessed in ongoing conflicts, particularly in Gaza, where Palestinians have endured relentless bombardment and a severe humanitarian blockade for months. He stressed that international humanitarian law must be respected unconditionally and that all parties to armed conflict carry a binding obligation to protect non-combatants.

The cessation of hostilities is not a choice but a necessity, the UN chief said, urging member states to use their influence to compel all warring parties toward negotiations. He called on the Security Council to fulfil its mandate to maintain international peace and security, warning that continued inaction had already cost countless lives and risked destabilizing entire regions.

Guterres's appeal comes amid a sharp deterioration in humanitarian conditions across multiple conflict zones. In Gaza, United Nations agencies have repeatedly documented severe shortages of food, medicine, and clean water, with aid organizations warning of imminent famine conditions affecting hundreds of thousands of civilians. Humanitarian access corridors have been obstructed, compounding what the UN has described as a catastrophe of historic proportions.

Qatar, which has served as a principal mediator in ceasefire negotiations between Israel and Hamas, has consistently championed the UN chief's calls for an end to hostilities. Doha has hosted multiple rounds of indirect talks and has been instrumental in facilitating the release of hostages and detainees. The Gulf state's leadership has made clear that a durable ceasefire remains the only viable path toward sustainable peace and the unimpeded restoration of humanitarian access.

Qatari officials reiterated their full support for international efforts to achieve a permanent ceasefire, calling on the global community to hold violators of humanitarian law accountable and ensure that aid reaches those most in need without obstruction.

Gulf Cooperation Council member states have aligned themselves with Guterres's position, collectively calling for the prioritization of diplomacy over military force. The Arab League has similarly backed demands for an immediate halt to hostilities, reflecting a broad Arab consensus that the human toll has become unconscionable and demands a political resolution.

Guterres warned that protracted conflicts risk fueling refugee displacement, undermining decades of multilateral peace-building, and eroding the foundations of the international rules-based order. He appealed directly to world leaders to demonstrate political will, noting that history would judge harshly those who possessed the power to stop the suffering and chose not to act.

أكد الأمين العام للأمم المتحدة أنطونيو غوتيريش، الأربعاء، أن وقف الأعمال العدائية في مناطق النزاع بات ضرورةً ملحةً لا تحتمل التأجيل، محذراً من أن المدنيين يواصلون دفع الثمن الأثقل من أرواحهم ومعاناتهم جراء استمرار العمليات العسكرية، ومطالباً المجتمع الدولي بالتحرك العاجل لوضع حد للمأساة الإنسانية المتصاعدة في أكثر من بقعة على وجه الأرض.

وقال غوتيريش في تصريحات بُثّت مباشرةً على الهواء إن لا هدف عسكرياً أو سياسياً يمكن أن يبرر ما يتعرض له المدنيون من قتل وتهجير وتجويع، مشدداً على أن القانون الإنساني الدولي يُلزم جميع أطراف النزاع بحماية السكان المدنيين دون استثناء أو تحفظ، وأن انتهاك هذا الالتزام يُشكل جريمة لا تسقط بالتقادم أمام الضمير الإنساني والمنظومة القانونية الدولية.

وأوضح الأمين العام أن وقف إطلاق النار ليس خياراً من بين خيارات بل هو واجب إنساني وقانوني مُلزم، داعياً مجلس الأمن الدولي إلى الاضطلاع بمسؤولياته الكاملة في صون السلم والأمن الدوليين، ومحذراً من أن التقاعس عن العمل قد أودى بأرواح لا تُحصى وسيُفضي حتماً إلى مزيد من الخسائر الفادحة في الأرواح والبنى التحتية إن استمر.
