Highly enriched uranium, defined as uranium enriched to 90 percent or above, is the primary fissile material used in nuclear weapons. The quantity cited in the new assessments — 540 kilograms — would surpass the threshold required for multiple nuclear devices, according to nonproliferation experts. Iran has consistently maintained that its nuclear program is entirely peaceful and oriented toward civilian energy production, a position rejected by Western governments and several regional states.
Negotiations between Iran and world powers over Tehran's nuclear activities have remained effectively frozen for years. The 2015 Joint Comprehensive Plan of Action, which placed verifiable limits on Iranian enrichment in exchange for international sanctions relief, collapsed after the United States withdrew in 2018. Efforts to revive the agreement under the Biden administration failed to produce a binding accord, leaving the diplomatic track in prolonged limbo.
The disclosure carries particular weight for Gulf states, several of which share maritime borders with Iran and have long viewed Tehran's nuclear ambitions as the paramount regional security threat. Saudi Arabia has previously indicated it would pursue nuclear parity should Iran develop a weapon. The United Arab Emirates, which operates the Arab world's first commercial nuclear power plant at Barakah, has maintained strict adherence to international nonproliferation protocols.
Qatar, which hosts the largest United States military installation in the Middle East at Al Udeid Air Base and has cultivated a policy of measured engagement with Iran over the jointly operated North Dome gas field, faces a delicate calculus. Doha has historically served as a discreet channel between Tehran and Western capitals, and any sharp escalation of the nuclear standoff risks destabilizing the diplomatic architecture Qatar has carefully built over decades.
The IAEA has not yet formally responded to the updated estimates. Iran's mission to the United Nations was not immediately available for comment. Western governments are expected to raise the matter at the next scheduled session of the IAEA Board of Governors.
