The Gulf state, through its Qatar Fund for Development and direct government channels, has been among the largest donors to UNRWA, the United Nations agency supporting Palestinian refugees in the West Bank and Gaza. Qatari officials have argued that raids of this nature, conducted in densely populated civilian areas, constitute violations of international law and must be held accountable before international legal bodies.
