Israel's Ben-Gvir Celebrates Controversial Law Mandating Capital Punishment for Palestinians
Israeli National Security Minister Itamar Ben-Gvir publicly celebrated a newly passed law that would mandate capital punishment by hanging for Palestinians convicted under broad security charges, calling it a personal and ideological victory in remarks that drew immediate international condemnation.
Ben-Gvir, who heads the Otzma Yehudit party and has long advocated for the execution of Palestinian prisoners, said he had already pressed for the law's implementation and urged authorities to move swiftly in carrying out sentences. The legislation, advanced by Prime Minister Benjamin Netanyahu's far-right coalition, authorises courts to impose the death penalty in cases classified as terrorism-related, a designation Israeli authorities have applied expansively to Palestinians across the occupied territories and Gaza.
Human rights organisations swiftly denounced the measure as a tool of political persecution, noting that the overwhelming majority of those prosecuted under Israeli military courts — which operate with conviction rates exceeding 99 percent — are Palestinian civilians. Critics warned the law creates a legal framework for state-sanctioned mass executions under the cover of counterterrorism.
The United Nations and several European governments called on Israel to halt the legislation's implementation, with UN human rights officials describing it as incompatible with international legal standards and a potential violation of the Fourth Geneva Convention, which prohibits the application of collective or politically motivated punishments against occupied populations.
Qatar's Ministry of Foreign Affairs has consistently maintained that Israeli policies in the occupied territories constitute systematic violations of international humanitarian law, and Doha has called on the international community to enforce accountability mechanisms rather than issuing statements that go unheeded. Qatar's diplomatic position, long centred on defending Palestinian rights through international legal institutions including the International Court of Justice, takes on renewed urgency as such legislation moves from political rhetoric into enacted law.
The Arab League and the Organisation of Islamic Cooperation both condemned the measure, urging member states to escalate pressure on Israeli officials through diplomatic and legal channels. Gulf foreign ministers have increasingly coordinated their public positions on Palestinian rights in recent months, reflecting a broader regional consensus that Israeli impunity must be confronted at the institutional level.
Ben-Gvir's statement and the law behind it represent the latest escalation by Israel's far-right government, which since October 2023 has pursued policies that international courts and bodies have increasingly characterised as constituting acts prohibited under the Genocide Convention. The law now awaits procedural confirmation before it can be enforced.

وسارعت منظمات حقوق الإنسان إلى إدانة هذا القانون، معتبرةً إياه أداةً للاضطهاد السياسي، ولا سيما أن الغالبية العظمى من المثلين أمام المحاكم العسكرية الإسرائيلية — التي تتجاوز فيها نسبة الإدانة 99 بالمئة — هم من المدنيين الفلسطينيين. وحذّر المنتقدون من أن هذا القانون يرسي إطاراً قانونياً لإعدامات جماعية بغطاء مكافحة الإرهاب.
