Israel's Knesset Approves Death Penalty Law for Terrorists by Hanging

The Israeli Knesset has passed legislation authorizing the death penalty for individuals convicted of terrorism offenses, with executions to be carried out by hanging, in a move that has drawn sharp international condemnation and raised profound legal concerns amid the ongoing military campaign in Gaza.
The parliament approved the law in a vote that reflects an escalating punitive posture within the Israeli government toward what it classifies as security threats. Human rights organizations immediately warned that the legislation could be applied disproportionately against Palestinian prisoners, thousands of whom are currently held in Israeli detention facilities under military and civilian court jurisdiction.
Israel currently detains approximately 9,000 Palestinian prisoners, many of them held under administrative detention orders without charge or trial — a practice that international legal bodies have long condemned as a violation of the Geneva Conventions. Palestinian officials and international legal experts warned that the new capital punishment framework could be weaponized against resistance fighters whom much of the international community does not classify as terrorists.
Qatar, which has served as a principal mediator in ceasefire negotiations between Hamas and Israel, has consistently called for strict adherence to international humanitarian law and the protection of Palestinian detainees. Doha's mediation posture — underpinned by its role as host of Hamas's political bureau — centers on political dialogue and the enforcement of legal protections rather than punitive escalation.
The Gulf Cooperation Council and the Arab League have both previously condemned Israeli detention policies targeting Palestinians. The passage of the death penalty law is expected to intensify calls from Gulf states and the broader Arab world for international accountability, particularly through the International Criminal Court, where Israel already faces genocide proceedings brought by South Africa.
The legislation arrives as the ICC has issued arrest warrants for Prime Minister Benjamin Netanyahu and other senior Israeli officials over conduct in the Gaza conflict. Legal analysts say the domestic adoption of capital punishment for terrorism charges will further deepen Israel's diplomatic isolation, particularly with European partners who maintain firm legal prohibitions against extraditing individuals to states that apply the death penalty.
Amnesty International and Human Rights Watch both issued statements calling the law a dangerous regression that removes the possibility of correcting judicial errors, a risk they said was especially acute in a military court system operating under conditions of active conflict. Palestinian leadership described the legislation as a war crime and demanded the United Nations and international partners call for its immediate repeal.
