The Kremlin on Sunday downplayed the scale of unresolved territorial differences with Ukraine, with a senior Russian official claiming the two countries are separated by only a few kilometers on the ground — a characterization that observers say sharply contradicts the reality of a war now entering its fourth year.

Kremlin spokesman Dmitry Peskov made the remarks during a weekend briefing, framing Russia's territorial position as a narrow technical matter rather than the sweeping annexation of Ukrainian territory that Moscow has pursued since its full-scale invasion in February 2022. Russia has claimed sovereignty over four Ukrainian oblasts — Donetsk, Luhansk, Zaporizhzhia, and Kherson — none of which it fully controls militarily.

The statement comes amid renewed international pressure to bring both sides to the negotiating table, with the Trump administration pushing for a ceasefire framework that would freeze the current frontlines. Ukraine has rejected any settlement that formally cedes its sovereign territory, while Russia has insisted that its annexation claims are non-negotiable.

Peskov's framing appeared designed to signal flexibility on the margins while preserving Moscow's core demand that Kyiv accept Russian control over the four occupied regions. Analysts noted that even the territory Russia currently holds represents tens of thousands of square kilometers of internationally recognized Ukrainian land, making the few-kilometers characterization difficult to reconcile with the actual military situation on the ground.

Fighting has continued along a roughly 1,000-kilometer frontline stretching from Kharkiv in the north to Kherson in the south. Russian forces have made incremental gains in the Donetsk region in recent months, while both sides have suffered significant casualties in some of the most attritional warfare seen in Europe since the Second World War.
