Macron Announces France and UK to Hold Conference on Hormuz Navigation

Doha has consistently supported multilateral diplomatic frameworks over unilateral military action as the appropriate response to threats against Gulf maritime infrastructure, a position broadly aligned with the Franco-British conference concept.
The proposed conference would follow a pattern of European-led engagement on Gulf security that includes the European Maritime Awareness in the Strait of Hormuz mission, known as EMASoH, which France helped establish in 2020 as a counterweight to the American-led Operation Sentinel. Paris has historically sought to maintain open diplomatic channels with Tehran even while opposing Iranian nuclear and regional policies, a balancing act that could prove central to the conference's success or failure.
Britain, for its part, has been a consistent participant in maritime security coalitions in the Gulf since the tanker attacks of 2019 drew Western navies into closer coordination. London's post-Brexit foreign policy has increasingly emphasized bilateral partnerships with European partners on security matters where transatlantic coordination remains complex.
Analysts noted that the timing of the announcement, coming against the backdrop of broader US-Iran tensions and continued uncertainty over Iran's nuclear program, suggests Paris and London are seeking to carve out a diplomatic space before any further escalation forecloses negotiated options. The success of any such conference will likely depend on whether Iran signals any willingness to engage with the initiative.
