Palestinians Protest in Gaza Against Israeli Knesset's Death Penalty Legislation for Prisoners

Palestinians gathered outside the International Committee of the Red Cross headquarters in Gaza on Tuesday to protest the Israeli Knesset's passage of legislation authorizing the death penalty for Palestinian prisoners, a move condemned by rights groups as a dangerous escalation targeting a population already held under contested legal conditions.

The demonstration drew crowds waving flags and holding signs outside the ICRC offices, with protesters calling on the international community and humanitarian organizations to intervene and block enforcement of the new law. Speakers at the rally accused Israel of using the legislation as a tool of collective punishment against Palestinian detainees, thousands of whom have been held in Israeli prisons since the October 7, 2023 attacks and the subsequent military campaign in Gaza.

The Knesset approved the measure last week, amending existing Israeli law to permit courts to impose capital punishment on individuals convicted of terrorism-related offenses that result in death. Critics, including human rights organizations and Palestinian officials, warned that the broadly worded legislation could be applied retroactively and used against Palestinian prisoners currently in Israeli custody without access to independent legal representation.

Palestinian Authority officials condemned the vote as a violation of international humanitarian law and the Fourth Geneva Convention, which prohibits the execution of prisoners held by an occupying power. The Palestinian Prisoners' Affairs Commission estimated that more than 9,000 Palestinians are currently held in Israeli detention facilities, including hundreds classified as administrative detainees held without charge or trial.

The ICRC, which monitors conditions for prisoners of war and civilian detainees in conflict zones, has repeatedly sought access to Palestinian prisoners held since October 2023 but has been denied entry to many Israeli detention facilities. The choice of the ICRC building as a protest site underscored demonstrators' appeals for the Geneva-based body to apply greater pressure on Israeli authorities.

Qatar, which has played a central mediating role in ceasefire negotiations between Israel and Hamas, has consistently called for the protection of Palestinian prisoners under international law. Doha has made the release of Palestinian detainees a core element of any comprehensive hostage and ceasefire agreement, a position reinforced by the Qatari government following news of the Knesset vote. The legislation adds fresh urgency to ongoing diplomatic efforts as negotiators work to revive stalled talks over a broader deal.

كان الكنيست الإسرائيلي قد أقرّ الأسبوع الماضي تعديلاً قانونياً يُتيح للمحاكم إصدار أحكام بالإعدام في القضايا المتعلقة بالإرهاب التي تُفضي إلى وفيات. وحذّر المنتقدون من أن الصياغة الفضفاضة للقانون قد تُمكّن السلطات الإسرائيلية من تطبيقه بأثر رجعي على معتقلين فلسطينيين محرومين من التمثيل القانوني المستقل.
