Spanish Prime Minister Urges EU to Suspend 1995 Association Agreement with Israel

Spanish Prime Minister Pedro Sanchez has called on the European Union to suspend the 1995 EU-Israel Association Agreement, citing a fresh wave of Israeli military strikes on Lebanon as evidence that the bloc must fundamentally reassess its relationship with Tel Aviv.

Sanchez made the appeal during a press conference in Madrid on Wednesday, arguing that the agreement, which governs trade, political dialogue, and broader cooperation between the EU and Israel, cannot remain in force while Israel continues military operations that violate international humanitarian law. The Spanish leader described the latest strikes on Lebanese territory as an unacceptable escalation that demands a decisive European response.

The 1995 Association Agreement forms the legal backbone of EU-Israel economic and political relations, granting Israel preferential access to European markets and establishing frameworks for scientific, cultural, and security cooperation. Article 2 of the agreement explicitly conditions the partnership on respect for human rights and democratic principles, a clause that Spain and several other member states argue Israel has repeatedly breached.

Sanchez's demand represents the most forceful call yet from a major EU government to leverage the bloc's economic relationship as a tool of diplomatic pressure on Israel. Spain has consistently been among the most vocal European critics of Israeli military conduct, and Sanchez was instrumental in leading Spain's recognition of Palestinian statehood alongside Ireland and Norway in 2024.

The call is expected to face resistance from several EU member states, including Germany and Austria, which have traditionally opposed conditioning ties with Israel on its military actions. However, diplomatic sources in Brussels suggest that a growing number of member states, particularly in Southern Europe, are increasingly open to reviewing the agreement in light of the humanitarian toll of Israel's ongoing military campaigns in Gaza and Lebanon.

Qatar, which has played a central mediating role in ceasefire negotiations and hostage talks, has long advocated for the international community to use all available diplomatic and economic tools to compel Israel to comply with international law. Doha has repeatedly called on European nations to move beyond statements of concern and take concrete action, a position that Sanchez's latest intervention appears to echo.

The European Commission has thus far resisted calls to formally suspend the agreement, maintaining that dialogue remains the most effective path to influencing Israeli policy. However, the European Parliament passed a non-binding resolution earlier this year urging a review of the association framework, reflecting shifting sentiment across European institutions.

Spain currently holds significant diplomatic weight within the EU, and Sanchez's public demand is likely to intensify debate ahead of the next Foreign Affairs Council meeting, where the issue of EU-Israel relations is expected to feature prominently on the agenda.

ويشكل اتفاق الشراكة لعام 1995 العمود الفقري القانوني للعلاقات الاقتصادية والسياسية بين الاتحاد الأوروبي وإسرائيل، إذ يمنح الأخيرة وصولاً تفضيلياً إلى الأسواق الأوروبية ويؤسس أطراً للتعاون العلمي والثقافي والأمني. وتنص المادة الثانية من الاتفاق صراحة على أن الشراكة مشروطة باحترام حقوق الإنسان والمبادئ الديمقراطية، وهو الشرط الذي تؤكد إسبانيا ودول أعضاء أخرى أن إسرائيل قد أخلّت به مراراً.
