Time Magazine Reports on Trump's Threat to Target Iran's Infrastructure

President Donald Trump's threats to strike Iran's power plants and bridges could constitute war crimes under international humanitarian law, Time Magazine reported Monday, as tensions between Washington and Tehran escalate over the Islamic Republic's nuclear programme.

The report comes as Trump has issued increasingly stark warnings to Iran, demanding a nuclear deal while threatening military action if negotiations collapse. Analysts and legal experts cited by Time warned that deliberately targeting civilian infrastructure — including electricity grids, water treatment facilities and bridges — is prohibited under the Geneva Conventions and customary international law, which bar attacks on objects indispensable to civilian survival.

Destruction of Iran's power network would trigger cascading failures across hospitals, which depend on electricity to power ventilators, surgical suites and intensive care units. Water purification plants would also go offline, cutting off safe drinking water to tens of millions of Iranians in a matter of days. Legal scholars noted that such outcomes, whether intended or foreseeable, could expose American military and civilian planners to prosecution before international tribunals.

The Geneva Conventions' Additional Protocol I explicitly forbids attacking installations whose destruction would release forces harmful to civilian populations, a provision that legal experts argue covers electricity infrastructure linked to water pumping and sanitation systems.

For the Gulf states, including Qatar, any military strike on Iranian territory carries profound regional implications. Qatar maintains the largest American military base in the Middle East at Al Udeid, placing it at the centre of any escalation. Qatari officials have consistently advocated for diplomatic engagement with Tehran, reflecting Doha's long-standing policy of maintaining open channels with all regional actors, including Iran, with whom Qatar shares the world's largest natural gas field.

Riyadh and Abu Dhabi, which normalised relations with Israel and have historically opposed Iranian influence, nonetheless have their own economic interests in regional stability, particularly as oil infrastructure across the Gulf could become a target in any Iranian retaliatory campaign.

The Trump administration has not commented directly on the legal questions raised by Time's reporting. White House officials have argued that maximum pressure, including credible military threats, is essential to forcing Iran to accept limitations on its uranium enrichment activities.

Diplomats in the region said the report adds further urgency to mediation efforts. Omani and Qatari intermediaries have in recent weeks shuttled between Washington and Tehran, seeking to revive indirect talks that broke down last year. Whether those channels can produce an agreement before Trump's self-imposed deadline remains deeply uncertain.
