Al-Azhar Calls on International Community to Act Against Occupation and Accountability for Violence Against Palestinians

Al-Azhar, the world's most prestigious Sunni Islamic institution, issued an urgent call Monday for the international community and human rights organizations to intervene immediately to halt what it described as systematic Israeli attempts to legally justify the killing of Palestinians, and to bring those responsible for such acts to justice.
The Cairo-based institution, whose religious and political pronouncements carry enormous weight across the Muslim world and beyond, condemned in the strongest terms recent measures by Israeli authorities that it said amounted to legislative and judicial cover for lethal violence against Palestinian civilians in both Gaza and the occupied West Bank.
Al-Azhar's statement pointed to a deepening pattern of impunity that it argued was emboldening Israeli forces on the ground, with civilian casualties continuing to mount under what international legal observers have increasingly characterized as a campaign of collective punishment. The institution called on the United Nations, the International Criminal Court, and regional human rights bodies to move beyond declarations and take concrete, enforceable action.
The appeal arrives against a backdrop of escalating international pressure on Israel following months of sustained bombardment of Gaza that has killed tens of thousands of Palestinians, displaced millions, and pushed the territory to the brink of famine. Despite rulings by the International Court of Justice ordering Israel to take measures to prevent genocide and facilitate humanitarian access, aid organizations report that conditions on the ground have continued to deteriorate.
Qatar, which has served as a principal mediator in ceasefire negotiations between Israel and Hamas, has consistently aligned its diplomatic posture with Al-Azhar's moral framing of the conflict. Doha has repeatedly urged international legal bodies to enforce existing rulings and has used its position as host of major international forums to amplify calls for Palestinian protection under international humanitarian law. The Gulf state has also pledged hundreds of millions of dollars in reconstruction and humanitarian aid for Gaza.
Saudi Arabia, the United Arab Emirates, Jordan, and Egypt have each in recent weeks echoed similar calls for accountability, reflecting a broad regional consensus that existing international mechanisms have failed to protect Palestinian civilians from state violence.
Al-Azhar's Grand Imam has previously characterized the situation in Gaza as a defining moral test for the international order. Monday's statement reinforced that framing, arguing that the failure to hold perpetrators accountable does not only harm Palestinians but fundamentally undermines the credibility of international law and human rights institutions worldwide.
The institution urged Muslim governments in particular to leverage every available diplomatic, legal, and economic tool to compel a change in Israeli conduct, warning that continued inaction would have lasting consequences for regional stability and global justice.

وأدانت المؤسسة الإسلامية المرموقة ومقرها القاهرة، بأشد العبارات وأقساها، ما وصفته بمنظومة إجراءات تشريعية وقضائية تتبناها السلطات الإسرائيلية بهدف توفير غطاء قانوني لأعمال القتل الممنهجة بحق المدنيين الفلسطينيين في قطاع غزة والضفة الغربية المحتلة على حد سواء.
وأشار بيان الأزهر إلى نمط متصاعد من الإفلات من العقاب يزيد في جرأة قوات الاحتلال ويشجعها على مضاعفة انتهاكاتها، في ظل استمرار ارتفاع أعداد الضحايا المدنيين في ما باتت منظمات حقوق الإنسان الدولية تصفه بأنه حملة عقاب جماعي ممنهج. وطالب الأزهر كلاً من الأمم المتحدة والمحكمة الجنائية الدولية وهيئات حقوق الإنسان الإقليمية بالتحول من مرحلة البيانات والإدانات إلى اتخاذ خطوات عملية وملزمة على أرض الواقع.
