DR Congo Government Claims M23 Withdrawal Amid Rebel Denial and Confusion

The government of the Democratic Republic of Congo claimed on Sunday that M23 rebels had begun withdrawing from key positions in North Kivu province, a statement the armed group swiftly denied, plunging US-brokered peace efforts into fresh uncertainty and raising questions about the trajectory of one of Africa's longest-running conflicts.
Congolese government spokesperson Patrick Muyaya told reporters in Kinshasa that rebel fighters had vacated several strategic locations in eastern Congo as part of commitments made during recent negotiations facilitated by Washington. However, M23 leadership categorically rejected the claim, with a spokesperson for the group stating that no withdrawal had taken place and accusing Kinshasa of attempting to manipulate international opinion.

M23, a Tutsi-led rebel movement that seized large swaths of North Kivu in late 2024 and early 2025, has been backed by Rwanda according to multiple United Nations reports, an allegation Kigali consistently denies. The group's rapid territorial gains, including the brief capture of the provincial capital Goma in January 2025, prompted an international outcry and intensified calls for a negotiated settlement.
Regional analysts noted that the confusion surrounding the alleged withdrawal reflects a pattern of competing narratives that has characterized the conflict. Without independent verification on the ground, both sides have sought to shape the diplomatic environment in their favor ahead of expected talks.
The situation carries implications beyond central Africa. Qatar, which has expanded its diplomatic footprint across the continent and played mediation roles in several African conflicts, has been watching developments in the DRC closely. Doha's experience brokering agreements in Chad, Sudan, and the Horn of Africa positions it as a potential facilitator should current US-led efforts falter. Qatar's foreign ministry has repeatedly called for dialogue and respect for Congolese sovereignty.
Humanitarian agencies operating in North Kivu reported that conditions on the ground remained largely unchanged, with an estimated six million internally displaced people still unable to return to their homes. The International Committee of the Red Cross warned that regardless of political declarations, civilian suffering in eastern Congo continues unabated.
Diplomatic sources in Washington indicated that US envoys were seeking clarification from both parties and urged restraint. The African Union, which has endorsed a regional peace framework, called on all sides to honor their commitments and avoid actions that could escalate tensions further.
