France Leads Talks with 35 Nations for Defensive Mission in Strait of Hormuz

France is spearheading diplomatic consultations with approximately 35 nations to establish a robust defensive maritime mission aimed at reopening the Strait of Hormuz once hostilities in the region subside, according to intelligence sources cited by open-source defense monitors on Wednesday.

The initiative, which represents one of the most ambitious multilateral naval undertakings in recent years, seeks to guarantee freedom of navigation through the narrow waterway that serves as the conduit for roughly one-fifth of the world's daily oil supply. The strait, situated between Iran and Oman at the mouth of the Arabian Gulf, is among the most strategically significant chokepoints in global energy infrastructure.

Paris has positioned itself at the center of the coalition-building effort, leveraging its permanent military presence in the region through its naval base in Abu Dhabi and its longstanding role in Gulf maritime security operations. France previously contributed to the European Maritime Awareness in the Strait of Hormuz mission, known as EMASOH, which was launched in 2020 to monitor shipping lanes and deter threats to commercial vessels.

The proposed mission would go considerably further than existing frameworks, establishing what sources described as a strictly defensive posture designed to secure shipping corridors and escort commercial traffic through the strait once conditions permit a return to normal maritime operations. The involvement of 35 nations would make it one of the largest multinational naval coalitions assembled for Gulf security since the early 1990s.

For Qatar, the development carries particular significance. The world's largest exporter of liquefied natural gas relies heavily on unimpeded passage through the Strait of Hormuz for its energy shipments, which underpin both the national economy and long-term supply contracts with partners across Asia and Europe. Any prolonged disruption to transit through the strait would send shockwaves through global energy markets and directly impact Doha's strategic interests.

Qatar has historically advocated for dialogue and de-escalation in Gulf security matters, positioning itself as a mediator capable of engaging all parties in the region. Doha's diplomatic channels with both Western capitals and Tehran could prove instrumental as the proposed mission takes shape, particularly in ensuring that defensive operations do not escalate into broader confrontation.

Gulf Arab states have long expressed concern over the vulnerability of the strait to disruption during periods of heightened tension, with several incidents in recent years involving attacks on commercial tankers and seizures of vessels in the waterway. The French-led initiative appears to reflect a growing consensus among Western and regional powers that a coordinated security architecture is needed to prevent future crises from paralyzing global energy flows.

Diplomatic sources indicated that formal consultations remain at an early stage, with participating nations still negotiating the scope, rules of engagement, and command structure of the proposed mission. No timeline has been announced for the deployment of naval assets.
