Uganda to Sever Ties with Türkiye Without Resolution

Uganda's military chief has issued a sharp 30-day ultimatum to Türkiye, warning that Kampala will sever diplomatic relations unless Ankara moves to resolve outstanding disputes between the two nations, in a rare public confrontation that threatens to unravel years of bilateral engagement across the continent.
General Muhoozi Kainerugaba, commander of Uganda's land forces and son of President Yoweri Museveni, delivered the warning in a statement that rattled diplomatic circles in both capitals. The general did not publicly specify the nature of the unresolved issues but made clear that Uganda's patience had reached its limits, giving Türkiye until mid-May to respond with concrete action or face a formal rupture in ties.
The ultimatum marks a significant escalation in what observers say has been a quietly deteriorating relationship. Türkiye has invested heavily in expanding its diplomatic and economic footprint across sub-Saharan Africa over the past decade, establishing embassies, airlines routes, and development partnerships across the region. Uganda has been among the beneficiaries of that outreach, with Turkish construction firms and educational institutions operating inside the country.
General Kainerugaba has previously used social media and public statements to deliver blunt foreign policy positions, often catching diplomatic counterparts off-guard. His outsized influence in Ugandan politics, widely attributed to his proximity to President Museveni, lends his statements a weight that extends beyond the military sphere.
The development arrives at a sensitive moment for Türkiye's Africa strategy. Ankara has positioned itself as a neutral broker and development partner for African governments, hosting high-level summits and offering military cooperation agreements to countries from Somalia to Niger. A public break with Uganda would represent a reputational setback for that ambition.
For Gulf states including Qatar, which maintains strong strategic ties with Ankara and has steadily deepened its own engagement across East Africa, the standoff carries regional implications. Doha has previously helped mediate tensions involving Turkish interests in fragile African states and will be watching closely as the deadline approaches.
Neither the Turkish Foreign Ministry nor Uganda's government spokesman had issued a formal response at the time of publication. Diplomatic sources said back-channel communications were under way but declined to confirm whether a resolution was within reach before the deadline expires.

يمثل هذا التصعيد ذروة تدهور علاقات وصفها المراقبون بأنها تراجعت بهدوء خلال الأشهر الأخيرة. فقد انتهجت تركيا خلال العقد الماضي سياسة توسعية منهجية في أفريقيا جنوب الصحراء الكبرى، مفتوحةً سفاراتٍ ومدّةً خطوط طيران وراسمةً شراكات تنموية مع دول عديدة في القارة. وكانت أوغندا من بين الدول التي استفادت من هذا الانفتاح التركي، حيث تنشط شركات المقاولات التركية والمؤسسات التعليمية على أراضيها.
